The cooperative societies in the state are overseen by the Registrar of Cooperative  Societies. The governing legislation includes, the Assam Cooperative Societies Act, 2007 (Act IV of 2012), Assam Rajiv Gandhi University of Cooperative Management Act, 2010, Warehousing Corporation Act, 1962, the Assam Cooperative Land Mortgage Bank Act, 1960, and the Assam Money Lenders Act, 1934. Assam has a total number of 10,978 Primary Cooperative Societies, out of which 6,136 are currently operational, 4,095 non-functional, and 747 under liquidations. Across 35 districts, a comprehensive membership of 43,19,974 has been registered. Notably, Nagaon leads with 765 societies and the highest membership of 2,70,709, followed by Udalguri with 527 societies and a membership of 1,38,247. The Primary Agricultural Credit Societies (PACS/FSS/LAMPS) with 1868 societies holds maximum number of membership (28,74,110), covering almost 79% of the Gram Panchayats. The State comprises of 908 Dairy Societies, 845 Livestock and Poultry and600 Fisheries Societies. 75.9% of the PACS, 18.4% of dairy and 3.8% of fishery society are affiliated with banks, federations/unions. A noteworthy aspect is the significant presence of the Women’s Welfare sector, constituting 26.2% of the societies, reflecting the substantial involvement of women and their pivotal role in the state’s GDP upliftment.
