The Registrar Office of the province of Orissa came to existence from 1st April 1936. RCS is the statutory authority under OCS Act & Rule to exercise power as per the provisions of the Act. He is also the Head of the Directorate of RCS Odisha with 6,606 number of Cooperative Societies under his jurisdiction. Under the directorate, there are 19 cooperative divisions – one each at the headquarters of the 13 erstwhile undivided Revenue Districts headed by a Deputy Registrar of Cooperative Societies and 58 cooperative circles, each headed by an Assistant Registrar of Cooperative Societies. Among 30 districts of the state, Puri has highest number of societies (715) registered while Cuttack has maximum members (6,35,118) in 616 societies associated with cooperatives. PACS leads the list of cooperatives having maximum number of societies i.e., 3,267 (49.46%) followed by Dairy Cooperatives 1,045. There are 6,806 Gram Panchayats of which 99.67% are covered under area of operation of PACS and around 11% are covered under area of operation of fishery. Around 75.39% PACS have been affiliated with StCB /DCCB. A total of 5,811 cooperatives are catering their services to people of rural areas while 795 cooperatives are serving the urban areas.
