There are two Acts in existence pertaining to the regulation of the Cooperatives in Andhra Pradesh out of which A.P. Cooperative Societies Act VII of 1964 is the older Act, the provisions of this act are considered necessary for such cooperatives which aredependent on the support from the Government and consequential intervention in the governance. However, even this Act has been substantially amended in the year 2001, duly aiming at promoting the cooperatives in accordance with the principles of cooperation and at reducing the Government control to some extent.The second Act is A.P. Mutually Aided Cooperative Societies (MACS) Act of 1995, which aims at promoting self-reliant, responsible, accountable and autonomous CooperativeSocieties with their own Bye-laws, which would make the Cooperative Movement more vibrant. As per data available on National Cooperative Database, there are 17,659 Primary Cooperative Societies,12 Multi-State Cooperatives, 9 State Federations and 13 District Cooperative Banks in the state of Andhra Pradesh. About 13,556 primary cooperatives are functional and notably, majority (about 80%) of primary cooperatives are registered in rural areas. Anantapur and SPSR Nellore districts have the maximum number of primary cooperatives. There are 2,135 fishery cooperatives, 2,047 PACS, 1,627 livestock and poultry cooperatives, 1,527 labour cooperatives and 812 dairy cooperatives. Importantly, 2,047 PACS are having 67,27,240 members i.e., around 70% of total members, whereas fisheries membership is only 2,73,902 i.e., only 2.8% of the total number of cooperative members in the state.
