The Haryana Cooperative Society Act, 1984 was enacted to consolidate and amend the laws relating to cooperative societies by the Legislature of the State of Haryana. The objective and the role of Cooperation Department is to see that genuine cooperatives are organized and managed on sound lines as per basic principles of cooperation for the promotion of the economic interests, social betterment and welfare of the people and to render guidance and assistance for the development in the state. The number of primary cooperatives is 32,379 in 22 districts with membership of 54,60,613 out of which 13,721 societies are functional and 3822 are non-functional. Dairy cooperative is the prominent sector with 7,296 cooperatives having 4,45,723 members. Labour cooperative has 9,508 societies and is ranked at 2nd position.Out of 22 districts, Panchkula has maximum share of cooperatives (4,851) while Karnal has maximum membership of 4,46,000. There is total 6,679 Gram Panchayats out of which, 6,477 (94.23%) are fully covered and 202 (5.77%) are partially covered under area of operation of PACS.
